Operating Licences

Most commercial businesses in the tourism industry require licences to operate.

If you plan to offer any air-based product you will need approval from the Civil Aviation Authority.

If you plan to operate any form of land-based passenger service as part of your business, both the drivers and vehicles used will need commercial licences. Contact the Land Transport Safety Authority (LTSA) for more information.

If you plan to operate water-based tourism product, the staff in command of any craft and the craft itself will require certification from the Maritime Safety Authority (MSA). The MSA covers activities based at sea and on rivers and lakes.

If you are serving food commercially, your local authority will require you to work within the by-laws that cover food hygiene. You will need to be licensed to do this. You will also need to confirm that you can run the sort of business you plan in that particular zone. Consult your local council for more information.

If you plan to offer a commercial experience on the Conservation Estate (New Zealand’s national parks, forest and maritime parks and conservation and marine reserves) you will need a concession from the Department of Conservation.
